Why can't she just go in at 1.30? If I were her I'd be wondering what you have to do that's so pressing it can't wait and can only be done during that one hour on a snowy cold yucky day. Chill out.

I think your nanny is taking advantage. She clearly just doesn't want to leave that bit earlier to make it on time and resents the fact you're not actually working the first hour she is there.
I definitely wouldn't pay her for the time she missed but if you like her in all other ways I would probably just let this go

this is silly, she didn't text 20 minutes before she was supposed to show up she texted HOURS before. traffic and road conditions have nothing to do with that since they will certainly be different in that time frame

If I worked outside of home I can't tell my employer 4 hours before I start I'll be late because I don't know how traffic will be? Is that not the same case here?

I've been in situations like this. The roads are bad or traffic is heavy. I let my Mb know that I could be running a bit late, as I want to give myself as much time as possible to get there. Does she work another job before yours?
Perhaps she wants some extra time so she doesn't have to rush and risk an accident.

Yes I'm working at 1:30. But I run errands the first hour nanny is here. So by her essentially coming 30 mins late I can no longer do the stuff I'd planned.
