Ridiculous

Assuming a 40 hour week, That's more than the avg starting salary last year for teachers in the tristate area

For 2 kids I charge $25/hr right now. And I won't do any household tasks beyond what we immediately use (i.e. I will not do a pile of the children laundry, but I might pre-treat a stain and toss it in the wash if it happened while I was with them. Also I won't do a sink full of dishes but I will wash or load the dishes we used at meal time.)

$15 would be a solid rate in DC for some one with 1-3 years of experience and presumably Baltimore rates are less. I'd post a job at $12/hr and see what kind of responses you get. If the quality isn't what you were looking for, go up from there.

I would say look at rent in your surrounding area and go from there. Nice range is $17-20 if you want someone with infant exp. If you find someone who seems great but has less exp $15-17.
