How exactly do you plan on reporting it if you don't even know whether or not it's the nanny ?

She held him by his under arm while going down the stairs. His feet were not touching the ground, he was kinda of swirling side to side.I said elbow because it was really caught my eye since his weight (seemed to be about 3 y old) made to elbow raise up and stick out.
She was talking on the phone through the earphones and not paying attention to him.Hard to explain, you had to see it.I doubt she would've treated him like that if his parents were there.
He was like a rag doll for her.

Being led by the elbow? Not sure how one is carried by 1 elbow.

If you don't know the parents, there's not much you can do, unless the adult was actually being physically abusive, in which case you should have called the police.

Just saw a child being carried by his elbow down the stairs by whom I believe is the nanny. It was one of those things where you kind of know that what she just did is unacceptable.Would you like to know if you were the child's parent or should I mmob? For what it's worth, she wouldn't be my child's nanny for a second longer based on what I saw.
