Since you speak Arabic, I would reach out to people in your community and find a nanny that way. Many refugees are arriving from Syria now, most of them do not speak English yet so their career opportunities are limited. I am sure you can find someone who has significant childcare experience.
I have hired a nanny who is "fresh off the boat", doesn't speak English and doesn't drive and we pay her $10 per hour+food, no other benefits. She does light housekeeping and childcare for one baby.
If you hire an "Americanized" nanny expect to pay a minimum of $15 per hour if no housekeeping tasks are involved. I do not recommend outsourcing cleaning to a nanny because she will not be able to concentrate on your baby while she is cleaning your house for hours.

Immigrant ones are definitely paid a lot less. I have a cheap colleague who pays her immigrant nanny $6 an hour and also makes her do laundry and make dinner.
