Minimizing falls (while acknowledging them) is the best way to limit emotional upsets. I do the same as PP (I even use the same words, in fact) and my charge has only ever cried twice after falling - both times he'd drawn blood. Usually he laughs and repeats "BOOM!" with a big reenactment of how he fell and then runs off to continue whatever he was doing. If you're otherwise loving with them (snuggle during story time, laughing and being silly, sharing stories about your day, genuinely showing a loving interest in them and their feelings), I would think this should be a non-issue!
