Call you embassy and all others that translate into you cultural and language skills.
For me, I used to call the German, Austrian and sometimes the Switzerland embassy and always found a job and visa.

My ex employer works at the world bank, and put my add up. I had not idea about other places.

Did you try the Fund too? IDB and OAS too...
