I don't see what's wrong with malls? My MB encourages me to take my charges a variety of different places, the mall being one of them.

Building Museum is fun, although aimed at slightly older children (2-6 years). $8 for adults, baby would be free. They have a play zone that's included with admission.
It's on F Street in NW DC.

Nature with lots of green is great for babies. Beyond that, you should consider your own preferences.
IMO the worst place for a baby is a shopping mall.
