OP here, not really much of an update. I'm absolutely petrified to report this to Officer Colby's superiors even though I honestly think it needs to be. I'm afraid if he gets in trouble then he may purposely watch for my car/plates as I go to BG several weekends a month. It's probably an irrational fear on my end but it's real, to me

The problem is that it frequently IS a heat issue and people don't realize it is. A car's interior heats up quickly even on a day that is not that hot and even with the windows cracked. People also lose track of time and don't realize they left the child longer than they intended, which is an issue as the car's interior is heating up. There have been cases of children dying from being left in cars on days when the ambient temperature was not that high.

That police officer sounds like an idiot.

I used to be a nanny and am now a 911 dispatcher. if you care enough about it I would call the non emergency Police number and speak to the dispatchers supervisor. I would never tell someone to block another car in. We tell people things to defuse a situation not make it worse.
The dispatcher was in the wrong on this one.
Suppose the other driver felt threatened by you and pulled a gun out, Its not worth it.

It is also legal to leave a dog in a car unless its a heat issue as well.

That's insane. When I lived in L.A. the neighbor's nanny was arrested when she left the 2y/o asleep in the car while she went into the grocery store. She was in there about 15 minutes, during which time he woke up and freaked out. A concerned citizen called 911, and she was rightfully arrested upon returning to the vehicle. My MB at the time left the two little ones in the car, which was parked in front of the school, to dash maybe 25-30 yards from the car to hand something to someone and a cop caught her. She narrowly escaped getting a ticket only because she was within sight of the vehicle and returned to the vehicle in less than a minute.

I think I would call the officer's ptecinct and talk to supervisor and casually ask about what to do "if" you witnessed this situation. After ypu ste told you should call 911, tell the supervisor what happened.

On Sat I went to Busch Gardens and at a 7-11 on the way noticed a little kid alone in a parked car in the parking lot. After I went in and came back out (@10min) the baby was still alone in the car and I called 911. Between calling and their arrival the adult came out and I called 911 back that she had shown up and (remembering this from another post here) could I park behind her to block her in til the cops came and the 911 operator said yes, twice. So I did.
Cops came, yelled at me for blocking this car and told me not to leave. The officer went in, talked to the clerk and to the woman with the baby. Then he came to me wanting my ID. Now here's the incredible part:
The officer (Colby), told me that 1) it wasn't that hot out, 2) she was *only* inside for 10-15 min which the clerk verified and 3) it's not like she left a dog in the car. The kid was fine since she had a window cracked (1 on a mini van). Then proceeded to tell me that he could arrest me for kidnapping since I prevented her from leaving! Even though the 911 operator had said twice it was ok to!
So basically in S Va it's acceptable to leave a baby in a parked car for 10-15 min alone but not a dog!
Where I'm from that shit wouldn't fly AT ALL and the adult would've received a ticket for endangerment. Instead in this case I, the concerned citizen, was treated as the criminal
