The issue is that the mother is promoting violence toward the nanny by responding to biting with the reward of ice cream. That's just awful parenting, it has nothing to do with the mother's meeting. It also doesn't sound like this girl is the exception in the family, i.e. she's not a special case among the siblings; they are all badly (some more, some less) behaved.
