Conversely, the fact that someone speak English well does not mean that person is here legally - plenty of people who speak perfect English overstay visas, etc.  Therefore, unless the OP knows the nanny's employer and knows for certain that the nanny is here illegally, it's obnoxious to assume as much based on a person's appearance or language skills.

Third, it is generally a bad idea to make mass generalizations in arguments (i.e., no nannies abuse charges in park) - are you in every park every day?  Do you know every nanny in the world?  Your statements and opinions are automatically discounted when you write in generalizations.

Finally, entering the country without proper documentation is illegal.  Paying your nanny under the table and failing to pay proper taxes is illegal.  Both are things people do - calculated risks, like speeding, or any other violation of law.  Some are certainly more serious (felonies versus misdemeanors, or monetary penalties versus jail time), but it isn't for you to determine how other people react to illegal activities, or whether or not they choose to report said activities.  If you're that worried about it, stop breaking the law!!
