How many people do you know have been "taken to the department of labor and court"?  Have you ever tried to get anything accomplished in our court system? Government agencies are overwhelmed and short-staffed.  Documents are regularly lost, while voicemails and letters go unanswered for months or forever.  Some employers follow the law because they have integrity and/or have careers that require background checks.  Others decide the hassle and expense aren't worth it, given the laxity of government regulation.  [/quote]
