Have you ever tried to get anything accomplished in our court system? Government agencies are overwhelmed and short-staffed. Documents are regularly lost, while voicemails and letters go unanswered for months or forever. Some employers follow the law because they have integrity and/or have careers that require background checks. Others decide the hassle and expense aren't worth it, given the laxity of government regulation.
