If your employer said "We are closing for two weeks and the only way to get paid is to use 80 hours of PTO" it would be a similar situation. No one is saying vacations shouldn't be approved, but forced "vacation" is another thing entirely. Regardless, very few jobs require more than 3 months notice for a vacation (mine only requires 2 weeks unless I am going to dipping in to STD); OPs employers are being inconsiderate and annoying.
