The only kind of candidate who would accept a rate so below market is someone who couldn't get a job at market rate, like maybe someone with zero experience looking for their first job or very elderly. I think you could offer maybe a dollar less than market (so in my city, $14/hr after tax) and find someone decent by talking up the downtime, but the risk is that you might attract the wrong kind of person, i.e., someone not hardworking.
