The latter scenario is perfectly legal if papered down properly, such that the $15 average rate is specified to break down to a base rate of below $15 and a OT rate of above $15.  Sorry, but I don't have a calculator handy with which to work out the specific numbers for you.

In any case, you are being asked to take a pay cut and it is perfectly reasonable for you to decline and either ask that they cut your hours to 40 or simply look for another job.  You could also ask that they raise your average rate so that you are still taking a pay cut, but to something less than what you'd take under the scenario they've proposed.
