To me, taking toilet paper and toothpaste home - those are the type of items you are supposed to buy yourself.

Okay, yes. But what if she'd been sick and hadn't been able to get her shopping done, so she took them home with the intention of replacing them next week? Maybe she was embarrassed to admit it to her boss and was hoping no one would notice before she put new ones back in their place.
Seriously? Then that's her problem, not her bosses' problem. Either she lives in the burbs and has a car so can drive to the store on her way home from work to pick up toiletries (supermarkets, drugstores and convenience stores ALL sell these items) or she can place a delivery order to have them delivered to her home, OR, as a very last resort, she could say, "Larla, I couldn't help but notice you have 7 tubes of toothpaste. As you know, I was quite ill last week and stupidly didn't plan ahead. Consequently, I've run out of toothpaste. Is there any way you could give me one of yours, and when I come back to work tomorrow, I'll arrive with minty-fresh breath and a new tube replacing the one you gave me tonight? Nothing like this will ever happen again." But really, you simply DO NOT just TAKE anything that does not belong to you without permission. It's just that simple. There are no extenuating circumstances here.
