Um, yes it does. She is under 18. It is against the law. If he were to have sex with her, that would be statutory rape. If it would be statutory rape even with her consent, then you can say that makes him a perv if he follows through with a relationship. I agree that with the way some girls look these days, it can be hard to not be attracted to them, BUT the difference between being attracted and not doing anything about it or following through with your attraction to the next level (dating) can be perverted...

It is unacceptable for people over 18 to have sex with people under 18. I wouldn't say that a year or 2 difference in age make a huge difference, but many years difference for someone that wants to get it on with their underage babysitter, then definitely yes.
