Wait - the park is fenced in and locked? Ok, that's not such a big deal. But yes, she should be paying closer attention to him.
I'm a nanny who still sees this a a fireable offense. You don't leave a 16 month old unattended, gate or not. He could have fallen and hurt himself or been taken, and this nanny would have been oblivious to the situation. The fact that she acted like is was no big deal shows she doesn't care about safety. I would fire immediately. I really hate nannies like this who give us all a bad name. I am a relatively young ( 28 year old) nanny who does not use my phone when I'm with my charge. I take his safety and his needs seriously. So much so, I have been mistaken for a parent since my early 20's when I started nannying. One mom told me she thought the mom because he hadn't seen many nannies as attentive and hands on as me. There are good nannies out there, OP. Fire and don't look back. Your child deserves a nanny who is going to put your child before her phone.
