OP here- We are neighbors and I am honestly afraid for his family. I will do what another person on here said and will email the parents so that there is at least a paper trail that someone did try and warn them. I do not allow my animals out by themselves anymore and I don't even like to be out by myself when I know he is home. I know he is very manipulative and calculating and quite frankly am scared of him. He was kicked out of his private school and is planning on going to public school in the Fall so hopefully someone official will intervene.[/quote]
