German AP (Virginia) driving license

Hello!
For Virginia HPs to German APs:
Does AP need to make 2 visits to DMV if getting reciprocity for German license?
Or can they get the vision test at the first visit and get the license sent in the mail after their German license has been verified?

They need to do at least 2 trips... mine had to do 4 because they couldn’t get GERMAN response for a long time

Is it possible to send in documentation for license reciprocity before AP arrives? So that DMV can start the process of verification with Germany beforehand to speed up process?

No. You can't get a license without a social security number and two proofs of Virginia residence. You won't have either of those until your AP arrives and has been here for a few weeks.

You are only required to show proof of your SSN "if you’ve been issued one."
