Haha OP here, I did check that site and it says yes but I thought I had read somewhere they dont need it. Anyway u right, I guess I just wanted to hear something different lol

it's a DS-2019, J-1 program not F-1

Why wouldn't she need that documentation to visit Canada? It's a different country.

The Canadian Government website says yes, so the answer is yes.
