Free? Even the county camps charge, and they fill up fast.
Maybe contact Boys and Girls club? |

Look into Vocational Bible Schools offered by various churches. Lutheran, Baptists, Methodists usually have them for like $10-15 for a week 9-4 or something like that for potty trained kids. I'm in VA and 3 churches around us offer these. They are not extremely religious camps, but yes kids will Jesus.
