I agree that you are breaking the law OP. You automatically cede the moral high ground.

I have employed 3 nannies, in Montgomery County, over the past 7 years. All of them full-time, all legal citizens, one of whom was an immigrant for whom english was a second language. All three have been paid in the $16-19/hr range (with overtime paid as appropriate for hours exceeding 40 per week.)

I assume you can pay significantly less when paying cash under the table. But you aren't going to get lots of information here because it's illegal.

I don't buy your argument about appropriate compensation. If you were living in a third world country then it is a valid concern to not pay exponentially above market rates. In the US, to use your argument to support paying illegally is not defensible.

You're breaking the law and attempting to way underpay legal and market rates. You don't win on any front in this argument.
