Once a week, especially in the DC area with all the unpredictable traffic.

Never. You should take possible traffic problems into account and leave earlier.

Never unless there is accident resulting in a traffic jam or snow and ice (in which case I would tell her to stay home if I am not going out ,and I would pay her,). It is also inexcusable for you to be late. Both of you need proof of unavoidable traffic jams.

This should not count as being late if you ate running errands for lazy MB.
