There was once a time when the sitting president believed that the Justice Department should operate with complete independence from the Presidency. Those days are now clearly over. And perhaps previous presidents can be criticized for nominating weak DOJ leadership (although those standards were light years above the current ones), but an argument can also be made that with until active appeals were complete, the files needed to be held back from public disclosure.
