They were probably worried he was law enforcement and hesitated to shoot. There was likely confusion about his identity.

The roof should have never been empty. It should have had law enforcement perched on it the entire time. Insane that it was empty and had a direct line of sight on candidate for POTUS. Unconscionable. Flabbergasting.

It’s embarrassing that more security wasn’t assigned to Trump. A former president can’t just hire off duty cops to fill in the gaps.
