You are conflating mental illness and criminal behavior. These two can overlap, sure, but they don't have to. Cunning, precalculated actions meant to blackmail and extract power over others for ill gains, etc can resemble mental illness, but isn't always the case. There is certainly some degree of psychopathy and sociopathy that's needed in addition to all the deliberated, calculated malevolence and downright criminal behavior, but it's not the prerequisite. And not all psychopaths and sociopaths are capable of anything remotely similar.

We have proof that sexually assaulted many women.

We have proof that he’s forcibly kissed women.

We have proof that he wandered backstage at the beauty pageant so he could see undressed girls.
