WSJ did this all the time with Biden and Obama appointees - they'd have a controversial story drop 1-2 days before the principals were set to testify to Congress as part of their regular schedule.
NGL, I'm surprised Trump is even still allowing his appointees to testify to Congress. That will probably stop before the end of year.

I listen to Dan Abrams’ show on Sirius and there were a few callers who suggested this might be the case. I agree that Trump overall uses distraction constantly and that it’s pretty effective but there’s no way that’s what happened here.
