High schools allow students to be held back two times. This means 36 month older players (2 years older ie held back twice) in GY.
BTW this is also why people are saying 16 year old Freshman and 20 year old Seniors.
What usually happens is crazy parents hold their kid back in middle school before attending high school. This gives their kid a potential 36 month advantage over the youngest Freshman.
