There has been speculation that he used various staffers' personal phones and some unlisted burner phones during that time, specifically to avoid tracking and tracing. The problem is trying to find out which phones he used and then to show evidence that he actually used those phones.

But the point is that it looks like he was deliberately trying to hide his actions on that day.
