Duh, impeachment is the only venue to determine guilt or innocence of the POTUS. Mueller stated he would declare innocence, if the POTUS was innocent.

Because Mueller said he was not allowed to charge the President regardless of what he did. Also, that if the President was innocent, he would have said so. And he didn't.
