Then who was throwing the rocks? LAPD?
No one was throwing rocks at the LAPD until they showed up with horses and started beating on people.
The crowd could have just dispersed. They don’t get to throw rocks just because they are mad. Interfering with law enforcement is not constitutionally protected “peaceful protest.”
