I’m a parent of a short girl and don’t understand your reasoning. Yes, they may grow but significant growth of that kind is unlikely during one season. They tryout for clubs every year so of course they evaluate the girls where they are at any given point in time. There are clubs that value height over anything and my daughter doesn’t try out at them.

Virginia Elite. They will have 2 Ds that may be shorter.
DP. We aren’t going to Metro or Paramount tryouts either. My daughter is good but there will be so many at their tryouts. Lots will be really good and they won’t be looking at the 5’3 fully grown teen.
What are you DD's aspirations in volleyball? If she is looking to play collegiately, playing on a stronger, more competitive team would be better, but that likely means higher costs, more time commitment, and non-guaranteed playing time. As others have noted, 5'3" might be not be limiting at all if she is a talented libero/defensive specialist.
