It’s the same with several countries including Pakistan who refuse to take back visa overstayers and others with deportation orders.
Abbots strategy is brilliant because he probably realize this and doesn’t want to get stuck with a large population of migrants who aren’t eligible for work papers and can’t be deported.

Legal immigrants who commit felonies get deported.
Right, so why do these other guys get to stay?
Which other guys are you talking about?
One of the things the immigration bill would have accomplished would have been quicker work permits for asylum applicants--who are coming from all over the globe btw. Many cities wanted this because there would be less strain on public resources AND they have shortages in low skilled areas (where I live we still have businesses with reduced hours because of labor shortages, and an unemployment rate well under 2%). Keep in mind regular immigration is reserved for college-educated people and those with families in the US--not just a matter of "waiting your turn." We have a legal obligation to hear asylum petitions (btw even when the US had incontrovertible evidence of systematic murder of Jews during WWII we STILL refused to allow Jewish refugees in, and Britain STILL refused to allow immigration to the British Mandate in Palestine; after WWII our immigration policies were heavily skewed by Cold War politics including our support of murderous right wing regimes in Latin America).
Trump did not stop employing (if, in fact, he has completely stopped) undocumented workers himself until well into his presidency--his winery still had undocumented workers in 2020 (when they were fired after harvest) and had done so for decades. Wage disputes involving the undocumented Polish workers he started using in 1980, and related court cases, weren't settled until 1998 (under seal) and he continued to use undocumented workers at various properties (as stated above) well into his presidency--remember the housekeeper from Bedminster who described cleaning the orange makeup stains from his collars?
There are laws that apply here, which Trump thinks he can ignore like he ignores all the other laws. And you cannot deport people unless there is a country that will accept them, with this a recurring problem for decades (and in part one factor that leads us to support the very governments people tend to flee from). (Generally, the crime rate for immigrants, including undocumented immigrants, is lower than for the public at large.)

Councilman Robert Holden (D-Queens) agreed, saying “The endless handouts to the entire world are a slap in the face to every citizen who has contributed to and sacrificed for this country.”
“It’s time to end this madness,” he added.
