That was such a last minute decision that Pompeo is still scheduled to meet with Trump this afternoon.

No criminal violation is required. The DOJ says a president can’t be charged anyway. The code is irrelevant. That said, you might want to google inchoate offenses like solicitation, misprision, and conspiracy. Trumps up to his neck in those.
