Umm no four year olds (unless SN) do not normally run into streets in front of cars. Most four year olds have already learned “look both ways.” My 4 yo knows to check driveways for cars backing out when he’s on the sidewalk. You must not spend time around kids. You are describing a 2yo. This kid went to play with another kid he saw outside. He wasn’t “running wild.”

This is almost unbelievable. What a crappy neighbor! There have been threads where people ask what age it is okay to have a sibling watch younger siblings. Most everyone would agree that it would be fine to have a 14 almost 15 year old watch their younger siblings.

Unless paid regular sitter rates, older children should never be asked to watch younger sibling.

The Georgia Department of Human Services said the state doesn’t have a law on the supervision of children, however it does refer to guidelines from DFCS, one of which says children 13 and older can babysit if authorized by the parent.

They should have had door locks up high, so the kids can't get out. The 14 year old should feel bad. How do you not help your own mother out?
I took care of 150 cows at 14 from 8 pm to 4 am. None of them escaped.
This country is a horrible place to raise children. Those kids are old enough not to need a babysitter and going outside at 4 means the kids is just looking for a playmate and his sister will get him when she notices that he is gone, which seems to have happened quite fast.

Wasn’t the 14 year old trying to do school work? Why is her education sacrificed so mom can keep popping out babies?

That is actually a possibility. If the ex was friends, or even just a good acquaintance of the neighbors, he could have asked them to keep an eye on his kids.
