I posted before, but there’s a pre certified enrollment that automatically reenrolls kids. The article didn’t specific if that number includes these kids. I would be more worried if they were 20k proactively enrolled vs. automatically re-enrolled that parents maybe aren’t aware of.


The automatic enrollment gets deleted if they take a lottery slot, so it’s still pretty worrying if 20,000 people opted not to reenroll their kid in DCPS/DCPCS. 20,000 kids did not head to private school or move.


I don't think it would cover all 20k but you'd be shocked how many families moved out. I don't think we'll see the actual numbers for awhile.

What PP's are trying to explain, I think, is that end year schools (ES and MD) automatically send the list of students to the recieving school to get the process started. You still have to go there and "enroll" and prove residency, but your child is already on the books and in the system unless and until actively removed by someone processing the withdrawal papers, which have to be obtained by the parent, submitted to the new school, then sent to the old school by the new school. Let's just say, this doesn't always go smoothly. So, it appears that 20K kids didn't follow up on either the enrollment process or the withdrawal process, but are still on the books. Some are actually in school, some moved, some switched to private or online schools, some are truant.

Pre-certification isn't a thing, but you also don't have to submit proof of residency after your initial enrollment year.


We have to submit proof of residency every year in DC.

Can you imagine what the numbers would look like if DC made a sincere effort to take attendance?

The city made it absurdly easy to claim kids are participating because they don’t want to know how many are no longer attending any form of school.

They are probably counting my kids unenrolled. We’ve never moved and I filled out forms. Months later they Rejected it and said I turned in two different utility bills rather than one consecutively. Whatever.
