It is not just a dorm issue, it is an issue of having thousands of 20 year olds on a campus for hours at a time with little enforcement of optimal health guidelines.

It’s 100% a dorm issue. Have you seen how many kids they can cram into one room? They have roommates, they are sharing bathrooms, they are partying and being normal college kids. In the classroom, it’s all controlled.

Last numbers I saw, as of 2018 when a new policy was put into force, the on-campus housing numbers were:
Freshman - 100%
Sophomore - 100%
Junior - 100% (not counting those abroad for overseas study, of course)
Seniors - 30-40%
