Having said that, I don't think the OPs husband is abusing his daughter. My main concern is that he is normalizing this behavior and making it seem okay to his daughter that unwanted touching is okay. This has far reaching impacts on future relationships

My grandfather used to do this and it made me so. damn. uncomfortable.
