I know at least some private graduations were designed with permission from the county and restricted numbers (more than 50 though). Maybe they split time or found some other way to contain numbers or space people out. If you look at Moco's conditions for private events like weddings and religious gatherings, the cap isn't 50 people. It's dependent on space. Maybe the county gave the other privates permission to have more than 50 people as long as they followed certain other guidelines.

What defines a space? I have been at farmers' markets, outdoor dining, and a county pool that, while social distanced, have absolutely had more than 10 groups of 5 people there at once. And my grocery store always has at least 2-3 people moving in each aisle so that's easily well over 50 customers alone.
