For reasons beyond my understanding, the OP specifically called out the Pope. Incorrectly as it turned out.
The Pope has authority over a crapton of people. It's not unreasonable to expect him to provide instructions. Luckily he's been reasonable, but it was worth the ask.

The denominational churches will follow their church leaders, who have ordered closure; they will not care that DeSantis stupidly said "its OK." For example, the Florida Roman Catholic bishops have ordered no in person gatherings, so Roman Catholic churches in Florida are closed.

The Pope has told people to stay home. The bishops have told people to stay home. The Pope celebrated Palm Sunday mass to an empty cathedral and livestreamed it.
