What about low income, POC people who DON'T want to smell their neighbors smoke? Not everyone can afford a SFH in the burbs. Why force non-smoking people to suffer?

Low income children of color have high rates of asthma, which can lead to missing school and ER visits that cause parents to miss work.
We can’t even open our patio doors in summer to let in fresh air because of the smokers in the designated smoking area in front of our building. It must be inescapable in areas where people can smoke inside their units.
