You can register to vote via on any DMV drivers license application. Just check the citizen box on the basic and you can vote? The real id compliance date is 10/1/2020. All real id should distinguish between citizen and non citizen. With real id or proof of citizenship for voting registration with reasonable exceptions. 40+ years ago it wasn't a huge problem . Look at PA- realid for legally present non citizen and any other license expires to match date legal presence expires.

You can own a vehicle but not have a drivers license and vice versa. If you register a car and don't have ins you're supposed to pay 500. Car registration renewals do not require policy numbers and proof of insurance.

Citizens are expected to follow the law (purchase auto insurance) whereas, undocumented immigrants get a pass. Not to mention the taxpayer funded services for undocumented immigrants.
Many citizens also ignore the law, are you kidding. And this law would *require* undocumented to get insurance, not give them a pass.
As for how much they put in vs how much they take, it's hard to say. When they get older, they will never take social security or disability if they get hurt, but they will continue to consume and pay rent to someone who in turns pays the property taxes. So, it's hard to say.
Of course citizens ignore the law. But it is harder to catch the undocumented immigrants who don’t follow the law. Good luck trying to find the driver of the car who hit and ran, when that driver is undocumented.
