Emory has always had higher test scores than UVA, before and after their scandal.
Actually, UVA's ACT scores for top 25% are higher than Emory's.

Well of course they claim they offer merit scholarships. They cost $70K a year. The fact is that most top schools simply don't offer any merit at all. You have to drop down a tier or two to see any significant money. Even with some offers of $26K off the price tag from some southern schools you have never heard of (and solicited my DS because they had bought the high scoring ACT list), it was still far cheaper to go to UVA at then $32K a year.
