I see the source of your confusion. Charters aren't about "bounds." That's why you have neighborhood schools. DC charters take kids from all over the city. Another key difference is that charters aren't intended to be generic, cookie-cutter schools. They typically specialize in some area of focus. As implemented in DC they aren't supposed to be a replacement for neighborhood schools.
