Right, but the cost/benefit of these cases doesn't seem worth it. Fire DC workers for fraud, fine. Prosecute SNAP abuse, fine. But these parents are not going to be able to afford treble damages. And there are many parents shuffling kids back and forth across DC/MC/PG border. So spend all of the money investigating and then charging and then having a trial and....no recovery. When there are many parents in each jurisdiction doing this, and having done this for decades particularly in the border wards (4, 8, etc.). I asked several coworkers who grew up in Maryland but went to school in DC on their grandparents' address. Their response was that everybody did when they were growing up. Sure, our tax dollars are supporting them - but PG/MC taxpayers are supporting DC kids, too. Parents are going to do what they think works best for their kids. period.

We are all stealing from each other so we should look the other way? NO WAY.

It costs upwards of $10K to teach a kid in DCPS for a year. I don't care what MD does, but I don't want my DC tax dollars mismanaged like this. We are talking about potentially millions of dollars here. MD, you do you.

At least if there were only say 20 people doing enrollment, instead of 1 at every single school, there would be more consistency.

Put them in the DC Public Benefit Offices or DOES (Dept of Employment Services) then give them access to the system so can access the records. These offices are already locatd in all wards, make them one-stop-shops, which they are supposed to be already, but arent't for ALL gov services.

A person I know who is committing residency fraud is hardly poor! She and her husband work full time and have an HHI of just under $200K. He works for Metro and makes a ton in overtime. Yes, I have reported them and nothing seems to have come of it.

Yes, the people I know committing fraud at our JKLM school aren't poor either.
Truly poor people don't have the bandwidth to be dealing with this crap. They send their kid to the neighborhood school. They aren't schlepping them across state lines for school.

You also have to realize that school leaders, at under enrolled schools do not have an incentive to address residency fraud. They set points on their evaluation for boosting enrollment.

I don't understand why DCPS doesn't require the same paperwork as applicants for DCTAG?
