The Council couldn't even handle not screwing up the biggest infrastructure improvement this city has seen in decades (PYM) but you think they have the resources to keep little Timmy from transferring?

Sure you do. I'm sure you have full access to all of their medical records to assess the validity of their diagnoses. Because parents would never downplay their kids health issues, especially mental health issues, when talking to other parents in order to make their children more acceptable to others.
What mental health issues would a child have that necessitates a change of schools?

Special need students often look normal but aren't. Public schools have an obligation to meet EACH student's specific needs (backed by the US Department of Education's rulings).
If a parent finds and proves their child's needs are not being met, they have a legal right in ACPS to contest the school failing to meet the need and ask for alternative. The United States Department of Education handle these kind of appeals. Don't dismiss any student's educational right in ACPS.

This is what was posted (see the original here - http://www.dcurbanmom.com/jforum/posts/list/15/729754.page):
While some administrative transfers are permitted under ACPS policies, these are for exceptional student situations based on health, safety, or a temporary or mid-year housing change. These requests may be granted if there is capacity at the requested grade level, and are reviewed on a case-by-case basis. Transportation is not provided for parent/guardian-requested administrative transfers.
Students may opt into JH on the grounds that as a K-8 school it is a programmatic school if there is capacity at the requested grade level. Students may not opt out of a K-8 school during grades K-5, but may opt out beginning in grade 6. Transportation is provided for programmatic transfers.
So no routine transfers for K-5, only for exceptional circumstances. Routine transfers not permitted until grade 6.

Somewhere else on this forum a spokeswoman for ACPS confirmed that admin transfers are still being granted. This was within the last two weeks.

Interesting as they have historically not confirmed admin transfers until August. The reason being is they have to make sure there will be space available in the grade.
The exception might be a programtic transfer where a parent requests to move their child to school with a special focus - Cora Kelly Math and Science, John Adams for immersion and so on

I really don’t know where people are getting the idea that the transfers have stopped. My kids are now in middle school but my wife has younger friends and at least two of them have gotten transfers into Maury while living in Delray and zoned for Jefferson Houston. This is for this upcoming year. I think the transfer decisions get made in March.
I'm getting the idea from the fact that at least two kids that we know who are currently attending maury as siblings of admin transfers were not able to get their own admin transfers this year, and now have to attend other schools. I'm getting the idea from the fact that several of the siblings of my daughter's friends who are going to be kindergartners next year could not get admin transfers of their own, although their older sisters and brothers attend Maury as admin transfers (will be 4th graders). I can't speak to what your friends' situations are, but this is a reality for these people.
