No, Brazilians are not Hispanic, but they are Latino (or just Brazilian, as they prefer). While the vast majority have some roots in Portugal, part of Rome's Hispania, they are not considered Hispanic because they do not come from a Spanish-speaking country in Latin America or the Caribbean. But what if they have a grandparent from Argentina or Colombia? -- the mind wanders ...
And yes most Cubans are Hispanic. The one exception is Mark Cuban, who is of Eastern European heritage.
