Don't see in the article where it states they skipped fare before their robberies/assaults can you point it out?
That's not the point. Rather, it's the broken window phenomenon. When law enforcement indicates that it doesn't care (or is directed not to focus) much about "small" stuff, it creates a general sense of lawlessness and empowers criminals to commit more serious crimes.
