I am sure the City will make such an arrest, when they have a policeman free to do so. Since they do not seem to have the resources to have a policeman regularly present at the arterial near my house, where people regularly speed, often make illegal right turns on red without stopping, and sometimes just run the red light I would suggest that may be some time.

A sanctuary city is one where the police do not inquire about immigration status and where police do not make arrests if the sole crime is an immigration violation. If the Feds request ACPD to further hold someone who is already being held because of an immigration issue they will. That does not disqualify Alexandria or any other city as a sanctuary city. But if the Feds make a request for the local police to make an arrest solely for an immigration violation, Alexandria will say no, and ICE will have to come do it with their own agents.
As far as sanctuary cities go in Virginia, there are at least Alexandria, Richmond and Virginia Beach (that one surprised me). I don't know about counties, which are separate from cities in Virginia.

I am not in favor of sanctuary cities but I do agree with the City that it does not need to spend time and resources doing any of the feds job. The City is not in anyway preventing the feds from doing their job and that's good enough for me. If ICE wants to conducts raids in Alexandria, that's fine is long as it's on their dime, their time and their resources. The City is small, we have enough crime committed by very legal us citizens and our police and courts need to focus their efforts there first to keep the City safe.
