In some states if you have 4 children under 3 you get one. My sister had triplets in NC and was given one without asking.
+1. It's hard to fault using a handicapped space with that many kids under 2. It would be almost impossible to get them across a parking lot without one getting away. I'm not into handicap space abuse, but I would feel bad if I killed someone's runaway toddler.
She can put them all in that giant stroller, one by one, parked beside the car. Many things one needs to figure out when deciding to go through with IVF and the clear consequences it may have.
